Rental Registration Frequently Asked Questions

What is the purpose of the Rental Unit Registration and Inspection Program?
This program is in place to ensure residential rental units in the City meet City and State safety, health, fire, and zoning laws and codes to promote the public health, safety, and welfare of the community at large and the residents of rental units within the City.
Where can I register my rental property?
To register your rental property with the City of Marshall, please visit https://mn-ci-marshall.onegov.rtvision.com/core/login.php to create an account and register your property.
Do I have to register online?
Yes, but if you are having difficulties registering online, you can stop by at City Hall, and we will help you with the initial registration process.
Can I leave an application and change / add any information at a later time?
Yes, on the main page of RTVision you can click on “Go to Applications List”. This will have all the applications you have created. All applications are saved automatically.
Is a duplex considered single family or multi-family?

How much will the Registration cost?
The Rental Unit Registration fee is $100 per building on a property. However, the City of Marshall is offering a fee waiver for initial registration of all properties registered prior to September 1, 2024. Other applicable fees as listed in the fee schedule will still apply. All registrations need to be fully completed and submitted to the City by the deadline in order to qualify for the fee waiver. The registration term is two (2) years for all properties with the first term beginning on January 1, 2024. All existing rental buildings must be registered by December 31, 2024.
How often is an inspection needed?
No regular inspections by City staff are required or planned by the new Rental Ordinance. City inspections will be conducted only when required and justified by a complaint received by the City and not addressed by the property management within 48 hours, either by repairing the non-compliance or setting a date for repair and then following through. An inspection fee will be assessed if the complaint is found to be substantiated by the inspection. However, a self-inspection must be conducted every year and filled out forms must be saved.
What type of things will the City Inspector look for when inspecting residential rental units?
There are no city inspections unless there is a complaint which is not addressed. In case the City has to inspect a unit (again, only if the owner fails to address a tenant’s complaint, see previous question), the City Inspector will be following the standard City’s Residential Rental Unit Checklist that is available for download at: Rental Unit Self Inspection Form. The checklist provides a brief description of all inspection items assuring that all rental units provide minimum health, safety, and welfare components.
Why does the city need a sketch of my rental property?
This is so the City has a better understanding of the property and its operations. Please see example here.
Do I need to register Section 8 units?
The building still must be registered. However, you do not need to provide the inspection checklist for units rented under section 8. Instead, State and Federal Inspection forms should be provided. Please briefly smoke and CO detectors are installed per City’s inspection form.
I am the owner, do I need to list myself as the manager?
No, please indicate that you do not have a manager.
Do I list the number of parking spaces in garages in individual units or the total number of spaces on the property?
If each individual unit has a private garage, list the total number of garage spaces in the building. If there is a separate garage building on site, list the number of spaces in that garage building assigned to each building being registered.
Do I need to provide separate inspection forms for each unit?
Yes, it’s possible that rental units are maintained differently, due, for example, to tenants’ specific behavior, so we need an assurance that all rental units are safe based on current inspection.
How will I know that my application is approved? When will I get a Registration Certificate after it is issued by the City?
After you register, you will be getting all notifications through email, including the one letting you know that your application is approved, and Certificate is issued. You will have to print your Certificate from the program yourself – there will be a button saying, “Print Dwelling Registration Certificate”. Please use scaling to make sure it prints in one page. If your building has a common area, you will have to post it next to the entry inside, so it is readily noticeable. If there is no common entry, please distribute copies to all tenants individually. The Ordinance requires you to refer to this Rental Ordinance in your standard lease so it may be distributed along with it in the future.
Do I need to register offices or other spaces I lease for commercial activity?
No, only residential properties must be registered.
I have several rental buildings, can I register all of them together?
No, each building must be registered separately, even if they are located on the same lot.
If I sell my rental unit/building, will registration be transferred to the new owner?
Yes, provided no changes to occupancy occur. However, the new owner must furnish all amended information to the City, including, but not limited to, new owner and property manager’s, if any, contact information.
Do I have to have a certain amount of off-street parking in order to rent my property? Will providing off-street parking be required for existing rental properties as a condition for registration?
No, the property may be used as is. However, if tenants are parking on the street, they will have to park only along the street frontage area of the lot on which the rental unit is located.
Do I have to apply for a Rental Registration if I rent my house through VRBO or Airbnb?
Yes. All short term rentals must be registered as required by the new Rental Ordinance. This also includes Bed and Breakfasts.
How many people may occupy my short term rental unit?
The total number of persons occupying a short-term rental unit is the number of bedrooms multiplied by two plus one person. Example: a 2-bedroom short-term rental unit can accommodate up to five registered guests (2 bedrooms x 2 = 4 +1 person = 5). If the short-term rental is just a room, the occupancy shall be two people per bedroom.
Is it possible to utilize my condominium as a short-term rental?
Yes. Registration is still required.
Where can I find information about rental ordinance in languages other than English?
The City website has a TRANSLATE button in the upper right corner, which will allow translation to more than 80 languages. Additionally, some City staff is fluent in Spanish and will be available for help during regular work hours.
